大塚啓二郎（おおつかけいじろう、1948年-）は日本の経済学者で政策研究大学院大学教授。専門は開発経済学。東京都生まれ。1971年北海道大学農学部農業経済学科卒業。1974年東京都立大学大学院修士課程修了。1979年 シカゴ大学大学院博士課程修了。同年エール大学経済成長研究所ポストドクトラルフェロー、1980年東京都立大学経済学部講師、1981年同助教授、1991年同教授、2001年から現職。 シカゴ大学ではノーベル経済学賞受賞者の セオドア・シュルツに師事した。2010年、紫綬褒章受章。
